1. Whisk together the ingredients for the salad dressing. If the dressing is too thick, add a tablespoon of water. Season with salt and pepper.
2. Assemble salad by tossing radicchio, celery, carrots, apple, fennel, scallions, and parsley on a platter or large bowl. Season with salt and pepper, then sprinkle with dressing and sesame seeds.
